Utils is a collection of generic Magnolia utilities and extensions. It offers a new JSP taglibrary with EL functions, see taglib documentation. EL functions can be used in JSP templates and Freemarker by exposing the static methods of the it.openutils.mgnlutils.el.MgnlUtilsElFunctions class.
